There is no specialised ordonance for bicycles, so rules for general product safety apply (there are harmonised standards on the safety of bicycles).

There are requirements for use on public roads, laid down in the

Straßenverkehrs-Zulassungs-Ordnung (StVZO)

A bike must comprise two spearate brakes, a bell as well as lighting equipment and several reflectors. The lighting equipment needs a type approval by Kraftfahrt-Bundesamt.

A Pedelec may comprise an electric motor of up to 250W power and may support up to a speed of 25 km/h.

Faster S-Pedelecs or electric small motorcycles need a type approval by the Kraftfahrt-Bundesamt.
